During his presidency, Lee Teng-hui also initiated transitional justice efforts. On February 28, 1995, the construction of the 228 Memorial Monument was completed in the 228 Memorial Park in Taipei City. Lee Teng-hui, as the head of state, apologized to the families of the victims. Starting in 2004, each year on February 28, the president at the time attended the central government's annual memorial event where they paid tribute to and mourned the victims of the 228 Incident. Furthermore, in addition to compensation and commemoration of the 228 Incident, investigations into the victims and history of the White Terror era also commenced, and compensation was provided.
