The February-28 Incident which happened in 1947 due to the mismanagement of the then Taiwan Provincial Government, has cost numerous people their lives and property damages.The Incident severely impeded social harmony and created ethnic cleavage. After the lifting of Martial Law, the government, realizing the impact the Incident had had upon our society,decided to ameliorate this historic tragedy and to promote integration of all ethnic groups.ln 1990, the Executive Yuan set up a task force, inviting scholars and experts to study the Incident. The "Report of the February-28 Incident" was then published in 1992 . In 1995. the February-28 Memorial Monument was established in the February-28 Peace Park in Taipei City, a symbol and a comerstone for a more harmonious and blessed society.

Former president Lee Ten-huei later signed the Compensation and Rehabilitation Act into law for the February-28 Incident on April 7, 1995. Based on the law, the Executive Yuan set up the February 28 Memorial Foundation to deal with compensation and rehabilitation matters for the victims of the Incident. The law has been implemented since October 7, 1995. Over the past nine years, the Foundation makes every effort to comfort the families of victims. On the one hand, it redeems their losses by offering financial compensations; on the other hand, it consoles them by holding memorial activities, investigating the truth, and paying personal visits to the families of victims. We hold the belief that, only when the truth of the incident is revealed, the real reconcilation can be reached, and only with such reconcilation, forever harmonic relationship is possible.

The Foundation hopes that all people in the country, regardless of ethnic origins, will dedicate themselves to building a more peaceful , harmonious society with mutual trust and love.
